Rhode Island Department of Transportation

In Rhode Island, the Rhode Island Department of Transportation (RIDOT) is the state agency that is responsible for the construction, maintenance, and inspection of a wide range of transportation infrastructure.  RIDOT was created pursuant to R.I. Gen. Laws § 42-13-1.  The head of RIDOT is the director of transportation, who is appointed by the governor with the advice and consent of the senate.

The functions of director of RIDOT are:

  • to prepare short-range plans, project plans, and implementation programs for transportation, port, and waterways facilities;
  • to maintain an adequate level of rail passenger and freight services;
  • to adopt and promulgate state regulations which will set standards for future state construction and maintenance of sidewalks and curbs;
  • to adopt and promulgate a procedure to process all claims for damages to motor vehicles caused by potholes on state highways and in all instances have the final determination as to the merits of each claim; and
  • to promulgate and adopt regulations which will prohibit any contractors who have been convicted of fraud, bid-rigging, or a violation of any state or federal antitrust law from bidding on any construction projects administered by RIDOT for a period of five years from the date of any of the above convictions.

 

The RIDOT is organized into the following divisions[i]:

  • Division of administration-It provides assistance to the director in managing and controlling the work of RIDOT; collects bridge tolls and administers financial support made available to support railroad passenger or freight service.  The division of administration shall include business management office, legal counsel, public information office, audits office, and property management office;
  • Planning division- It prepares functional and area plans, project plans, improvement programs, and implementation programs which are consistent with the long-range state guide plan; undertakes corridor, route location, feasibility, facility needs, and other studies as required to support the work of RIDOT; collects and analyzes statistical and other data on all types of transportation needs and facilities;
  • Public works division- It is responsible for the design and engineering of roads, bridges, transit facilities, airport facilities, port, waterways facilities, and all other transportation facilities; prepares contracts and specifications for all construction projects undertaken by RIDOT; supervises the execution of all construction projects;
  • Maintenance Division- It is responsible for winter snow removal, safety and civil defense, maintenance of highway lighting, traffic signals, signs, the motorist-aid communications system, litter control, sweeping, mowing, roadside repairs, drainage cleaning/repair, weed control, and bridge inspections; and
  • Airports division- It operates all state-owned airports, heliports, and other facilities for air transportation, including passenger and cargo terminals, parking facilities and other supporting facilities, emergency services, and security services; regulates aeronautical matters; supervises the location, maintenance, operation, and use of privately-owned civil airports, landing areas, navigation facilities, air schools, and flying clubs.
