New Jersey Department of Transportation

In New Jersey, New Jersey Department of Transportation (“NJDOT”) is a state agency that improves lives by improving transportation.  It is established pursuant to N.J. Stat. § 27:1A-2.  The NJDOT adopted asset management as the official, institutional approach to managing its infrastructure assets and making capital investment decisions.  The NJDOT has taken a two-step approach to implement and advance Asset Management:

  • By developing an asset management plan for NJDOT assets containing an inventory of specific assets, their condition, performance targets and a plan of how to achieve these targets through a mix of investments.
  • By advancing an asset management improvement strategy that examined NJDOT’s proficiency and maturity in asset management practice, identified strengths and weaknesses, looked at methodologies and practices, and set goals and objectives for improvement.

 

The administrator and head of the NJDOT is the Commissioner of the Department of Transportation (“Commissioner”).  The Commissioner is appointed by the governor, with the advice and consent of the Senate, and serves at the pleasure of the governor during the governor’s term of office and until the appointment and qualification of the commissioner’s successor[i].

The NJDOT developed the Succession Planning (SP) program in response to the retirement of a large group of knowledgeable employees.  This (SP) program has served as a model for other New Jersey state agencies as well as state transportation departments and public and private organizations throughout the U.S.

The (SP) program provides mentoring to its participants by bringing together an experienced person with a less experienced person and providing them with additional knowledge, skills, encouragement, career guidance and the role modeling needed to achieve individual and professional goals, and the NJDOT’s strategic business plan.

The NJDOT manages and oversees numerous planning studies and research projects, especially the Statewide Freight Plan.  It also collaborates with transportation agencies and works on other public and private initiatives.  The NJDOT is committed to advancing projects that enhance safety, renew the aging infrastructure and support new transportation opportunities.

All the functions, powers and duties of the Division of Taxation in the Department of the Treasury with respect to the administration of the “Outdoor Advertising Act,” are exercised and performed by the NJDOT through an appropriate organizational unit to be established by the Commissioner[ii].

The NJDOT and the Commissioner are also authorized to acquire lands and improvements for airport purposes, in Egg Harbor, Hamilton and Galloway Townships, county of Atlantic, and to convey the same to the South Jersey Transportation Authority for a nominal or other consideration and under other terms and conditions as the Commissioner deems appropriate[iii].
