Maryland Department of Transportation

In Maryland, the Maryland Department of Transportation (MDOT) provides for the safe and efficient movement of people and goods in the state by enhancing the quality of transportation.  MDOT also directs and oversees the planning, construction, and operation of Maryland’s highway, transit, maritime, aviation facilities, and Maryland Motor Vehicle Administration.  MDOT was established pursuant to Md. TRANSPORTATION Code Ann. § 2-101.  The head of MDOT is the secretary of transportation, who is appointed by the governor of the state with the advice and consent of the senate.

MDOT consists of the following units[i]:

  • Maryland Aviation Administration (MAA) – fosters the vitality of statewide aviation; promotes safe and efficient operations, economic viability, and environmental stewardship; provides friendly, convenient facilities, and customer services; and develops enhanced domestic and international passenger and cargo opportunities through inter-modalism and state-of-the-art technology.  MAA is also responsible for the operation of Baltimore/Washington International Thurgood Marshall and Martin State airports;
  • Maryland Port Administration – stimulates the flow of waterborne commerce through the State of Maryland in a manner that provides economic benefit to the citizens of the state;
  • Maryland Transit Administration – provides and supports accessible transit networks that are customer focused, safe, appealing, reliable, and efficient throughout Maryland;
  • State Highway Administration – provides mobility to its customers through a safe, well-maintained, and attractive highway system that enhances Maryland’s communities, economy, and environment;
  • Motor Vehicle Administration – provides exemplary driver and vehicle services that promotes Maryland’s mobility and safety while enhancing process and product security; and
  • Maryland Transportation Authority (MDTA) – responsible for managing, operating, and improving the state’s toll facilities.
