Kansas Department of Transportation

In Kansas, the Kansas Department of Transportation (KDOT) is responsible for the maintenance of public roadways in the state.  KDOT also coordinates the planning, development, and operation of the various modes and systems of transportation within the state.  ADOT was established pursuant to K.S.A. § 75-5001.  KDOT is administered under the direction and supervision of the secretary of transportation, who is appointed by the governor, subject to confirmation by the senate.

KDOT consists of the following divisions:

  • Division of Administration – Responsible for financial planning and equal employment opportunity, and affirmative action;
  • Division of Financial Services – Responsible for providing the financial support and oversight necessary to enable KDOT to effectively accomplish its mission;
  • Division of Engineering and Design – Responsible for coordinating design and right of way activities, bridge management and inspection program, and the billboard and salvage yard control programs;
  • Division of Operations – Responsible for developing and maintaining engineering and management programs for construction and maintenance of the State Highway System, establishing operational policies, and directing research activities;
  • Division of Aviation – Responsible for promoting aviation activities, supervising Federal Airport Inspection Program, and updating the State Aviation System Plan;
  • Division of Planning and Development – Responsible for administering the programs and activities of the Bureaus of Program Management, Traffic Safety, and Transportation Planning.

 

The Bureau’s under KDOT are:

  • Bureau of Program and Project Management – Responsible for developing the agency’s multi-year highway improvement program, coordinating the overall project selection, and managing the aggregate highway improvement program and the Local Partnership program;
  • Bureau of Traffic Safety – Responsible for administering programs funded in part by the National Highway Traffic Safety Administration (NHTSA);
  • Bureau of Transportation Planning – Responsible for collecting, analyzing, and reporting information to the statewide transportation system;
  • Bureau of Fiscal Services – Responsible for financial accounting, Federal-Aid billing, procurement, and contract audit functions;
  • Bureau of Transportation Information – Responsible for providing information about transportation issues, agency functions, and activities;
  • Bureau of Computer Services – Responsible for developing and assisting the management of information systems in support of KDOT’s planning, development, and operation of a multi-modal statewide transportation system;
  • Bureau of Personnel Services – Responsible for all personnel issues including position descriptions, classifying, recruitment activities, benefits, training, and staff development;
  • Bureau of Design – Responsible for Road Design, Bridge Design, Bridge Management, Utilities, Environmental assessment, and Design Contracts;
  • Bureau of Local Projects – Responsible for managing the city and county portion of KDOT’s program for road, street, and bridge projects;
  • Bureau of Right of Way – Responsible for acquiring property interests needed for projects, disposing of property no longer needed for highway purposes, and administering the Highway Beautification Program;
  • Bureau of Construction and Maintenance – Responsible for plans and proposals, specifications, special provisions, and maintenance management;
  • Bureau of Public Involvement – Responsible for fostering effective two-way communication, facilitating citizen participation, and helping KDOT to provide a statewide transportation system that meets the needs of Kansas;
  • Bureau of Materials and Research – Responsible for approved materials, the Pavement Management System, testing, and research;
  • Bureau of Traffic Engineering – Responsible for permanent signing, work zone traffic control, pavement markings, overhead lighting, traffic studies, safety projects, speed limits, access permits, and corridor studies.

 

KDOT is also organized into the following offices and districts:

  • Office of the Secretary of Transportation – Responsible for all KDOT’s activities;
  • Office of Budget – Responsible for coordinating and developing the agency’s strategic management plan, developing and monitoring the agency’s budget, preparing and maintaining agency policies and procedures, and providing support to the secretary;
  • Office of Financial and Investment Management – Responsible for the multi-year cash flow projections, investing available cash, and managing debt within prudent risk parameters;
  • Special Assistant to the Secretary – Division of Public Affairs – Responsible for conducting research on various transportation issues and problems, and making recommendations to the secretary concerning appropriate course of action
  • Office of Support Services – Responsible for providing administrative support services, including photo, duplicating, technical support, stockroom, and facilities management;
  • Office of Chief Counsel  – Legal counsel for the agency;
  • Office of the Assistant Secretary/State Transportation Engineer – Responsible for directing and coordinating all KDOT engineering activities;
  • Office of Inspector General – Responsible for conducting internal audits, reviewing KDOT programs, and conducting special investigations;
  • District One – Responsible for construction and maintenance activities for counties in Northeast Kansas;
  • District Two – Responsible for construction and maintenance activities for counties in Northcentral Kansas;
  • District Three – Responsible for construction and maintenance activities for counties in Northwest Kansas;
  • District Four – Responsible for construction and maintenance activities for counties in Southeast Kansas;
  • District Five – Responsible for construction and maintenance activities for counties in Southcentral Kansas;
  • District Six – Responsible for construction and maintenance activities for counties in Southwest Kansas.
