Hawaii Department of Transportation

In Hawaii, the Hawaii Department of Transportation (HDOT) is a state government organization which oversees transportation in the state.  The HDOT is responsible to plan, design, construct, operate, and maintain state facilities in all modes of transportation.  In order to achieve its objective, the HDOT coordinates state, county, and federal programs.

The DOT is composed of four principle sub-programs:

  • Air transportation facilities and services;
  • Water transportation facilities and services;
  • Land transportation facilities and services; and
  • Overall program support for transportation facilities and services.

 

The HDOT is headed by an executive known as the director of transportation.  The functions of the HDOT include[i]:

  • establishing, maintaining, and operating transportation facilities of the State, including highways, airports, harbors, and such other transportation facilities and activities as may be authorized by law;
  • planning, developing, promoting, and coordinating various transportation systems management programs;
  • developing and promoting ridesharing programs including carpool and vanpool programs; and
  • arranging for contracts with private organizations to manage and operate these programs, and assist in the formulation of ridesharing arrangements.

 

The agency is divided into three divisions and an administration division.  They are:

  • The HDOT Airports Division;
  • The HDOT Harbors Division; and
  • The HDOT Highways Division.
