Delaware Department of Transportation

In Delaware, the Delaware Department of Transportation (DelDOT) is the agency responsible for transportation in the state.  DelDOT maintains about 90 percent of the state’s public roadways and oversees the Division of Motor Vehicles, the Delaware Transit Corporation, Adopt-A-Highway program, and snow removal.  DelDOT was established pursuant to 29 Del. C. § 8401.  The head of DelDOT is the secretary, who is appointed by the governor of the state with the advice and consent of the senate[i].

Some of the powers and duties of DelDOT are:

  • to coordinate and develop a comprehensive balanced transportation planning and policy for the movement of people and goods within the state;
  • to establish and maintain the continuing, comprehensive, and cooperative transportation planning process;
  • to supervise the urban and rural transportation studies and programs in the state;
  • to enter into any contracts, agreements, and stipulations as and when required;
  • to provide necessary staffing, coordination, and liaison required by present and future federal and state acts for transportation planning, programs, grant applications, and required administration;
  • to plan, design, construct, operate, and maintain those highway and public transportation systems that falls under its jurisdiction; and
  • to prepare an annual transportation needs plan consistent with the state’s social, economic, and environmental needs and goals;

 

Further, DelDOT has the following divisions:

  • Office of the Secretary-Manages the state transportation system;
  • Delaware Transit Corporation Division-Provides the highest quality public transportation services that satisfies the needs of the customer and the community;
  • Finance Division-Identifies, acquires, and manages the fiscal resources necessary to support DelDOT in the accomplishment of its objectives;
  • Human Resources Division-Recruits, develops, and retains a diverse, highly qualified workforce, and ensures equity and fairness in all aspects of employment;
  • Maintenance & Operations Division-Maintains and operates a convenient, safe, efficient, cost-effective, and environmentally sensitive highway system for the movement of people and goods on behalf of commercial, recreational, and personal customers;
  • Motor Vehicles Division-Promotes safety on the highways and cleaner air quality;
  • Planning Division-Provides comprehensive transportation planning and development coordination services to address the mobility needs of Delaware residents and visitors to the state;
  • Public Relations Division-Supports DelDOT ‘s programs and policies by planning, developing, and executing a variety of programs and customer services;
  • Technology & Support Services Division-Provides a timely and accurate operating support network that assists the department in the attainment of its goals; and
  • Transportation Solutions Division-Develops and constructs safe, efficient, and environmentally-sensitive engineering projects.
