Wisconsin Department of Transportation

The Wisconsin Department of Transportation (“WisDOT”) was officially established in 1967 by combining formerly independent agencies and the Department of Motor Vehicles (which included the State Highway Commission, State Aeronautics Commission, and State Patrol).  WisDOT was established pursuant to Wis. Stat. § 15.46.  WisDOT supports all forms of transportation. WisDOT is responsible for planning, building, and maintaining Wisconsin’s network of state highways and Interstate highway system. WisDOT shares the costs of building and operating county and local transportation systems from highways to public transit and other modes. WisDOT plans, promotes, and financially supports statewide air, rail, and water transportation, as well as bicycle and pedestrian facilities.

WisDOT works closely with other state, federal, and local agencies to meet changing and growing travel needs. Transportation impacts everyone and WisDOT is committed to providing the safest, most efficient, and highest quality transportation services to best serve the needs of the state, its citizens, and many visitors.

WisDOT is made up of three executive offices and five divisions organized according to transportation function. WisDOT’s main office is located in Madison, but WisDOT maintains regional offices throughout the state as a way to preserve the local approach to transportation development and better serve customer needs.

The following are the divisions of WisDOT:

  • Business Management (DBM)
  • Motor Vehicles (DMV)
  • Transportation Investment Management (DTIM)
  • Transportation System Development (DTSD)
  • State patrol (DSP)

 

The Division of Business Management (DBM) – It manages WisDOT’s day-to-day business in the areas of personnel, payroll, information technology, research, library, facilities, fleet, purchasing, fiscal services, graphic design, video services, printing, and risk and safety programs.

The Division of Motor Vehicles (DMV) – It registers vehicles, licenses drivers, administers motor vehicle laws, licenses motor vehicle dealerships, and administers a vehicle emissions testing program.

The Division of Transportation Investment Management (DTIM)- It conducts long-range multimodal transportation planning and guides the use of state and federal transportation dollars based upon research and data analysis of the state’s transportation systems.

The Division of Transportation System Development (DTSD)- It oversees development, maintenance, and operations functions related to the State Trunk Highway (STH) system. The division is split into two basic areas: Statewide Bureaus and Regional Operations. It provides uniform direction in planning, design, and construction phases of project delivery as well as improving the safety and efficiency of the STH system.  Finally, the DTSD provides leadership in the protection of public interests and resources through public and local interactions.

The Wisconsin State Patrol (WSP)- It enforces traffic and criminal laws, helps motorists in need, inspects trucks, school buses, and ambulances, and helps local law enforcement agencies with natural disasters or civil disturbances.

Activities of WisDOT affecting waters of the state, that are carried out under the direction and supervision of WisDOT in connection with highway, bridge, or other transportation project design, location, construction, reconstruction, maintenance, and repair are not subject to the prohibitions, permit, or approval requirements.  However, at the earliest practical time prior to the commencement of these activities, WisDOT notifies the department of the location, nature, and extent of the proposed work that may affect the waters of the state.   WisDOT exchanges information and cooperates in the planning and carrying out of such activities in order to alleviate, to the extent practical under the circumstances, any potential detrimental encroachment on the waters of the state[i].
