Florida Department of Transportation

In Florida, the Florida Department of Transportation (FDOT) is responsible for the establishment, maintenance, and regulation of public transportation in the state.  The mission of FDOT is “to provide a safe transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of the state’s environment and communities.”

FDOT was created pursuant to Fla. Stat. § 20.23.  The head of FDOT is the secretary of transportation.  The secretary is appointed by the governor, subject to the confirmation of the senate.  Generally, the secretary is appointed from among three persons nominated by the Florida Transportation Commission.

Some of the offices under FDOT are:

  • Aviation Office-Provides safe and secure air transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of our environment and communities;
  • Office of Comptroller-Manages, safeguards, and accounts for FDOT’s financial resources and information;
  • Computer Security Office -Provides statewide coordination and administration of the FDOT ‘s security policies, procedures, and standards;
  • Office of Construction-Provides safe and efficient facilities for the traveling public;
  • Contracts Administration Office-Pre-qualifies contractors to bid on road and bridge construction projects, advertises for bids on road and bridge construction, and maintenance contracts;
  • Office of Design-Makes the plans and specifications necessary to implement the FDOT’s work program;
  • Office of Drainage-provides hydrologic, hydraulic, storm water management, and coastal engineering services;
  • Environmental Management Office-Helps FDOT to integrate environmental and stewardship principles into all its plans and programs;
  • Equal Opportunity Office-Administers FDOT ‘s Disadvantaged Business Enterprise Program, Title VI Program, and Internal and External Equal Employment Opportunity/Affirmative Action Program; and
  • Office of Estimates-Sets policies, procedures, and maintains estimating systems in support of statewide estimating processes.
